A couple new sections

I added a section on mobile development (the one that was in my sandbox with some edits), but put it in the "Create" section rather than "Localize." To me, these are development issues that can be more easily dealt with upfront rather than as a localization, which is why I put it in Create.

I'm not sure how this info fits into the section currently in "Localize." They could be merged, I suppose. I'll leave that up to you.

One thing, for what it's worth, is that many may find the terminology "third world" to be derogatory. "Developing world" or "developing countries" is preferred.

I also added a short intro to the Create section of the handbook. The other sections seemed to have it, but it was missing from this one. It was also a good place to make the point that everything on the Internet is not automatically "sharable" as many educators assume.

Thank you for adding those sections. I was aware that some find the term "third world" derogatory. I'm actually surprised you at myself for using it, because I tend to use "developing nations" in speech. By all means, if you find any other references to "third world" change it to something more appropriate.
