Commonwealth Computer Navigator's Certificate/Overview and description

The Commonweatlh Computer Navigator's Certificate (CCNC) is a free content project to improve access to computer skills training. Building on the foundations of the Open ICDL project, the certificate is unique because it enhances the freedom of learners to aquire and enrich their basic ICT skills using free software.


  • The CCNC is free content and you are able to use, modify and redistribute the materials under the provisions of the Creative Commons Sharealike License.
  • Teaching institutions with existing ICT skills programmes can now offer their students more choice by providing an alternative course using free software;
  • Students can obtain all the software required for the CCNC for free, thus financial barriers associated with purchasing legal software licenses are removed

Tentative ideas

  3. We would like to develop an inventory of other relevant free content in the area of ICT skills training
  4. We would like to invite a group of Tertiary Education Institutions who will make a commitment to getting the certificate programme approved as part of their official offerings;
  5. We will commence with learning design and improvements to the existing materials
  6. We would like to keep the development process open, whereby the community can assist in a variety of roles, for example - Testing the learning activities, suggesting ideas for improvement, authoring additional examples etc.

Suggestions from the community

  • Certificate must be linked to ICDL syllabus V5 using FLOSS tools (updated to V5 by Stuart Mealor)
  • ICDL (International Computer Driving License) is derived from the famous european ECDL European Computer Driving License, a competency based certification system. This should be taken into account during the planning (Claude Martin)
  • Find solutions for quality certification processes, including (Claude Martin):
    • Specific FLOSS server-based solution to be designed and developed for classroom-based or distance examinations. That is the development of item-banks and software to administer the tests;
    • Standards and guidelines to be defined and published for installing exam classroom, fair use of the system and control. Inspection procedures.
    • Training and accreditation of the examiners.
