Draft concept for motion

Discussion on draft motion

  • Introduction by Chair: I'm posting this a little early -- but there is one sure way to lose friends -- run a meeting past its scheduled and advertised time. We said the meeting will run to 18 September -- Council can determine which UTC to use, from experience I'm not very good at time zones <smile> I'm putting this out here to help us think about:
    • the meeting priorities and what we must get done during this meeting,
    • what we can realistically achieve during this sitting,
    • what we can defer to Council workgroups or the next meeting
    • when we should schedule the next meeting.
Thoughts and suggestions are most welcome in this draft discussion area -- leading to the formulation of a draft proposal to adjourn this meeting --Wayne Mackintosh 08:04, 16 September 2009 (UTC)
There as been no discussion on this item and the meeting has run over its scheduled time. I have reviewed the agenda and interim policy and note the following:
  • There is no requirement to establish an Executive Committee, therefore discussions on this agenda item can be postponed to the next meeting.
  • Discussion and voting on the approval of the policy for style guidelines can be dealt with as a special meeting of council before the end of October.
  • Agenda items not dealt with during this sitting will be fixed on the agenda as unfinished business for the next meeting of Council.

Therefore, I have have drafted a motion for consideration by Council, if duly seconded, voting for adjournment can commence.

Motion

Council moves to adjourn this meeting by 23 September 2009, 00:00 UTC and to schedule the next meeting of Council within 6 months of the adjournment of this meeting.

Notes

  1. The Workgroup proposal for policy regarding WikiEducator Style guidelines will be considered by special meeting of Council within 8 weeks of adjournment of this meeting.
  2. Council members should note progress on the Workgroup proposal for policy & guidelines for WikiEducator Administrators and are invited to submit comments and suggestions on the relevant wiki pages.
  3. Discussions and motions pertaining to the establishment (or not) of an Executive Committee of Council, are postponed to the next meeting of Council.
  4. Agenda items not dealt with during this sitting will be fixed on the agenda as unfinished business for the next meeting of Council.

Discussion on tabled motion

Six months is a long time. By then all the appointed Council members' terms will have expired and we will be just four months away from the expiry of the elected Council members' terms as well. --SteveFoerster 00:37, 20 September 2009 (UTC)

Hi Steve, that's a good point. Reading the policy with reference to tenure, the policy states that the term of office is "determined by the dates of the annual Council meetings". Given that this was the first full council meeting, my reading is that the effective date for tenure is this meeting. So elected members would serve two years from this date, and nominated members 1 year from this date being the first annual meeting of Council. I also agree that 6 months is lengthy. As such I agree with the first part of the motion, but not the second part. My preference for the tabled motion would be this: Council moves to adjourn this meeting by 23 September 2009, 00:00 UTC and to schedule the next meeting of Council within 3 months of the adjournment of this meeting. --bron 21:53, 21 September 2009 (UTC) -
There is nothing which precludes scheduling the next meeting within 3 months. We have a special meeting scheduled to consider the approval of the Style Guidelines pretty soon, and I suspect that a fair number of the Council will be participating in the Community Workgroup looking at the amendments to the Open Community Governance policy. I propose that on adjournment of the meeting I send out a request to all Council members for fixing the date of the next meeting --- the current motion will accommodate a meeting within three months, assuming availability of members to participate in the meetings --Wayne Mackintosh 22:18, 21 September 2009 (UTC)
I see your point Wayne. And it is a good idea to be doing the work rather than always meeting about it. I guess the way we operate, and our means of communicating, makes it unnecessary to meet really frequently, e.g., monthly, as a Council to catch up on what is going on. If any issues arise it is easy enough to request an urgent meeting, though perhaps more frequent meetings to start with might help build our cohesiveness as a group. If my vote is going to hold things up, I am happy to be further convinced to reconsider. I appear outvoted now anyway. --bron 19:40, 22 September 2009 (UTC)
