The meeting of the Programme Sub-Committee of Gyan Darshan-I was held under the Chairmanship of Shri. Ravi Kanth, Director, EMPC at the Conference Room of EMPC on 2 June, 2009.

The following members were present in the meeting:

1. Shri. Ravi Kanth, Director, EMPC 2. Prof. Kushal Sen, IIT 3. Dr. Lal Singh, NCERT 4. Shri. Rakesh Sharma, EMPC 5. Shri. Ravi Shankar S., EMPC, Convener

Shri. Indrajeet Singh was present at the meeting as the representative of NIOS, the representative of UGC-CEC could not attend the meeting.

The Chairman welcomed the members and provided a context for the meeting.

Agenda No. 1: Proposal to allot the UGC/CEC time slots to other institutions, IGNOU.Italic text

The Chairman explained the members that, with the inclusion of UGC’s Vyas Higher Education Channel in the DTH bouquet of Doordarshan, the time slots allocated to UGC/CEC on GD-I could now perhaps be utilized by other institutions or by IGNOU. A request was received to this effect from UGC/CEC.

The members discussed this matter thoroughly and decided to share CEC slots among themselves while making minor changes in the fixed point chart. The following changes were suggested in the fixed point chart from the month of July, 2009.

  1. Prof. Kushal Sen, has promised that IIT would provide their content in hard disc in the format specified by IGNOU.
  2. A request was made to IGNOU by Prof. Kushal Sen to get the GD-3 (Eklavya Channel) included in the DTH bouquet of Doordarshan. Director, EMPC offered to extend all possible help in this regard, provided IIT pays for the carriage fee.
  3. Agenda No. 2: Production of Fillers/Spots/Promos for Gyan Darshan -1 by the stakeholders.
  4. The members of IIT, NCERT and NIOS agreed to produce Fillers/Spots and Promos to be telecast through Gyan Darshan –I from July, 2009 onwards.
  5. Agenda No. 3: Information ‘tickers’ from stakeholders.
  6. The members of IIT, NCERT and NIOS agreed to highlight the latest information of academic interest during their programme slots through graphic plates and scrolls.
  7. The members felt that the Sanskrit programmes on GD-I would be more effective if sub-titles were also provided. It was decided, a request would be sent to Rashtriya Sanskrit Sansthan in this regard.
  8. Agenda No. 4: To plan strategies for publicity, research and feedback for GD-1 Channel.
  9. This item was differed in view of the reduced allocation of funds made by the MHRD for Gyan Darshan and Gyan Vani.
  10. Agenda No. 5: ‘Live’ programmes from the stakeholders.
  11. The NCERT and NIOS agreed to telecast ‘Live’ programmes once in a month from the month of July, 2009 onwards.
  12. Agenda No. 6: Other items.
  13. Prof. Kushal Sen made a request to IGNOU to web cast Eklavya Channel of IIT through IGNOU website. But keeping in view the bandwidth crunch being faced by IGNOU, the request could be considered when the additional bandwidth is available. Director, EMPC informed the members that a cable connection between the Earth Station, EMPC and E-Gyan kosh Cell would be established soon as a standby arrangement to DTH feed.
  14. Shri. Rakesh Sharma, E-in-C, suggested that IIT could establish a digital leased link between Earth Station, IGNOU and IIT, Delhi in place of the existing microwave connectivity. This alternative measure was felt necessary as the microwave equipment is old and susceptible to breakdown
