____________________________________________________________________ My name is Babatunde Ipaye. I currently work with the National Open University of Nigeria as Director, Learner Support Services and Director, Regional Training Institute for Research in Open and Distance Learning, RETRIDAL. Below is my brief resume.

Babatunde Ipaye Professor Babatunde Ipaye is currently the Director RETRIDAL, at the National Open University of Nigeria and Director, Learner Support Services at the same university. Before joining the National Open University of Nigeria, I had worked as Professor of Counselling Psychology at the University of Ilorin, Nigeria. I had been twice Dean of the Faculty of Education at the university. The Faculty of Education is one of the biggest Faculties in the university with more than 4,000 students as of then and more than 2000 students studying at a Distance, popularly called "Sandwich Programme Students"

  • I had also served as Director, Institute of Education at the Ondo State University, Ado-Ekiti, (now University of Ado-Ekiti) an Institute I established with the full support of the Dean of Education and the Senate of the University while on Sabbatical leave at that university. I developed programmes for training teachers at a distance at the undergraduate and graduate (M.ED) levels.
  • For eight years, 1991 -1999, I served as Provost and Chief Executive of Adeyemi College of Education, one of the oldest degree awarding Colleges of Education in the country, preparing teachers for the secondary and primary levels of education. Adeyemi College of Education was founded in 1964 and had been a degree awarding college since 1982. During my term of office, I introduced the Postgraduate Diploma in Education under the auspices of the Faculty of Education, Obafemi Awolowo University Ile-ife. Through this programme, staff of the college who had no background training in Education were trained at the postgraduate diploma level in Education. I also got all the academic programmes accredited and introduced a number of new programmes, including Computer Education Programmes, Integrated Science, Social Studies, Hausa, Igbo and the pre-NCE programmes.

  • Answer the self assessment questions first verbally, then put your answers down. No answer should be longer than 500 words.
  • explain briefly what you think the following means. You can refer to your study materials but do not copy verbatim what you see. *Eclecticism in Jurisprudence, * shortening the arms of the Law, * sub-judice *miscarriage of justice

tutorial issues

  • identify three major areas of difficulties in your last TMA that yuou would want us to discuss.
  • I later served, from 1999 November, as Director, Research and Postgraduate Development at the National Universities Commission, NUC, charged with responsibilities for overseeing Research, Postgraduate Development, funding of research and postgraduate work, research facilities and equipment, capacity building etc in Nigerian universities. NUC is a body responsible by law for the regulation of university education and development in Nigeria. As Director, I was responsible for research activities, funding and postgraduate development as well as for Expatriate staff in Nigerian universities.

I later became a member of the Governing Board of NUC, appointed by the President and Commander in Chief.

  • As a member of the Governing Board, I served as Chairman of Quality Assurance Committee of the Board, charged with responsibilities for quality assurance, accreditation and establishment of benchmark standards for all courses in Nigerian universities.
  • I joined the National Open University of Nigeria in October 2003 after been directed by the Hon. Minister of Education to join the take-off team of the new university. Since joining the National Open University of Nigeria in October, 2003 I had been charged with responsibilities for establishing and administering the various Study Centres for the university. Currently there are 46 such study centres in the country, with plans to add another five or six in the next few months. The core of activities in the Open University takes place at the study centres.
  • I am a man of profound experience in Education generally, and especially, Teacher Education, testing and evaluation and in programme development. I am equally interested in the education of gifted and talented persons and in women development studies. i, in fact, served as the Chairman of the National Committee on the Education of Gifted and talented persons in Nigeria, an assignment he performed creditably well leading to a special letter of commendation by the then Hon. Minister of Education.
  • Since joining the Open University in 2003 October, I had presented many conference papers on Learner Support Services, dual mode systems, e-Learning, Quality Assurance as well as on other aspects ODL at national and international conferences, all focusing on Learner Support Services. I have also published one book in that area and the second is currently in press.
  • I had been on the Governing Council of the university since inception as Senate Representative.
  • Since 2005, I had been coordinating the COL/IGNOU Postgraduate Diploma and Masters Programme (PGDDE/MADE), a higher degree programme of the Indira Ghandi National Open University, India with scholarships from the Commonwealth of Learning. The programme concentrated on capacity development in ODL for the university and the entire country.
  • I served as Chairman, Local Organising Committee for the 2nd General Congress and Conference of the African Council on Distance Education, ACDE, held at the National Open University of Nigeria, Lagos, July 2007. It was a huge success.
  • I also served as Chair, LOC of the COL Forum on Advocacy in Distance Education in the Commonwealth nations held at Abuja Nigeria, May, 2009. Participants were happy at the success.

  • HIV/AIDS Voluntary Counselling and Support Services for PLWHA.
  • I have an NGO, Educo-Health Project, where I serve as CEO. The main aim is the provision of ICT education and literacy for the marginalised group - children and women, and provision of Counselling and behaviour modifications strategies on HIV/AIDS.
  • We also carryout researches in the areas of literacy acquisition; behavioural approaches to the prevention of HIV/AIDS and Adolescent Reproductive Health.
  • I am married to Mrs. Christianah Bamidele Ipaye, a gem of a woman, and I have children.

  • For the past two years I had been the representative of sub-Sahara Africa at the Global Universities in Distance Education Association, GUIDE ASSOCIATION, mobilising and informing universities in sub-Saharan Africa on Distance Education and the activities of GUIDE
  • Recently, I had been appointed unto the group of experts of the Europe-Africa Connect charged with assignments in leading peer reviews and self evaluation by universities in Europe and Africa interested in this approach to quality assurance and quality maintenance. Te exercise had always been very rewarding to institutions participating therein.
