Should we distinguish between services for authors and services for learners

Just wondering whether we should have separate subheadings under centrally managed services for:

  1. Services for learners
  2. Services for educators

For example, community.oeru.org is intended for educators and volunteers, whereas forums.oeru.org is intended for learners. We may need this distinction for thinking about the management of these services.

I'm keen to make it possible for all learners to also be educators (and visa versa)... makes sense to have separate contexts for each, though...
