Forming a management council is critical and very tough task to undertake at the initial stages of a community radio
Some of the steps which need to be considered are:

- Membership duration/expiry/rotation
- Representation in the council from community
- Representation in the council from radio
- Charter of council
- Vision, mission and objectives of council
- Administrative and other mechanisms of council
- Voting rights
- Relationship between Council and larger community
- Role/Function of Council
